http://j.mp/GIZ8687a: The Team Leader of the project is in charge of the general management of the project. Furthermore, he/ she has to:
• Provide advice and consultancy to the Minister’s Office
• Contribute to the strengthening of the MAIL institutions as per the change management functional analysis, in such a way that MAIL could implement its policies and strategies more efficiently in the livestock, seed and horticulture subsectors
• Assist MAIL in the development and strengthening of the public and private institutional and organizational framework to create an enabling environment for the implementation of the National Priority Program
Qualifications
• A university degree in Agriculture from a recognised university / institute, in a subject related to animal health or production, or equivalent;
• 15 years experience of project management / programme and policy development in an international setting, with a strong animal health, animal production component;
• Extensive knowledge of Institutional/Organizational Development with experience as a management consultant / policy advisor, including a minimum of 5 years experience working in/with central or provincial government institutions in developing countries in institutional, policy and planning development or other related fields;
• Proven ability to work in harsh environments and experience in working in post war reconstruction context would be an asset;
• Familiarity with rural Afghanistan, or a similar environment, would be an asset.
