Hi,
Our company has been offering the fascinating service "Fiscal Representative" for 10 years, and help the importer to exempt the VAT by customs clearance in Germany and Rotterdam.
German sales tax law offers all non-German Importers within the European Community who import goods from China or other third countries into other EU states via the port of Hamburg, if you take the advantage of the services of a fiscal representative, only needing to pay the third-country duty. The requirement to pay import turnover tax (VAT) is suspended in Germany and the destination country within the EU at the point of customs clearance. (we can also make fiscal representative customs clearance for your transshipped goods via Rotterdam.)
I will gladly explain the legal tax advantages of customs clearance with fiscal representation in Germany or Rotterdam to you.

Hi Yongxin,
I can only recommend such service. Experience with my clients immigrating to Germany with their whole household and more could have a lot of time, sweat, and tears had they only used such service. Germany is already the inventor of modern bureaucracy (or what is one Chinese emperor??), but customs / taxes in Germany potentate such problem. Then they came to me for help and then I found out after "hours" that the forgot to tick a certain box and then all arisen problems would have been solved. I sure hated their blank face, when my invoice came -- though it was only reasonable.
Good luck,
Alexander
