It seems like Cisco is going to remove the OEQ (core knowledge) section from the CCIE R&S and Voice lab exams.

Can't really make sense of this roll back. It looks like Cisco is rolling back on the program due to growing customer pressure. It has become extremely difficult to pass the exam, resulting to higher failure rate than anticipated. I think that is why Cisco is backing down and relaxing the exam. Can't see any other reason for this action though.

Another reason for Cisco to drop the OEQs might be also the mistake they have made with announcing the "core knowledge waiver". Where Cisco CCIE 360 program attendees could request a waiver to skip the OEQs. The majority of people and especially those who were not 360 customers where very fed up, because Cisco made it now possible for some indivdiuals with enough money to skip a part of the lab exam.

I think it makes sense to remove the OEQ. The Troubleshooting and Configuration part of the new Routing and Switching Lab are enough challenging, that anyone has to be as familiar with the whole blueprint that he must be a real expert.
I was for two times in Brussels and the OEQ were not really difficult. I passed this part everytime. Not so the other two parts.
It makes no change in my perspective. I never prepared specially for these Questions.
Cisco probably want to little bit simplify the exam. 30 minutes additonal in the configuration part can be useful.
Did you see, that the CCIE RS count is decreasing. It's probably industry pressure.
