registering a Ltd in Malta creates a legal entity fo you.
It does not relieve you from the obligatory registration of a branch with the various authorities for doing business in Germany if this goes beyond selling to German customers from abroad.
As you mention construction business:
This is subject to various special regulations in value added tax, social security payments and closely monitored by the relevant field officers. If you want to do anything more than selling to Germany I strongly recommend to consult a tax advisor on the whole matter.
Registration of a GmbH should -normally- take 2 to 4 weeks and expense no more than 500 Euro. Annual follow up administration cost is pretty much equal for a small active Ltd and a GmbH, roughly around 1000 Euro (all net of VAT).

PS: To answer the question, it is possible to be successful. I have two Ltd s, which are both doing fine.
