I don't think you should report him, because you will sound petty. As you say, it's just a box of doughnuts. What do you hope to achieve from it? He will not get fired for making sure his boss gets a sweet. Let it slide.

However you know now that the man has got a "flexible morality" and you can take this into account in the future dealings you will have with him or his staff. Incidentally, his boss will certainly have noticed that something's not right with the way the gift came to him and probably already has a good idea what the guy is really like.
