To put it a little practically than Jan or Steve, you need to know what you personally and professionally want to get out of it before you go into depth in considering the technical / business development and management considerations. Too many people start with a business idea and forget that they need to consider what is necessary for themselves in the equation. I have now helped a few out of the mire they have got themselves into (and, believe me, sometimes it ain't pretty!!).
To put it poetically (as I can see that appeals to you romantics on here - lol!!): what is the point of having the brain-child if the parent and protector of it can't afford to eat themselves?!!
That said, I am personally very much in favour of the UK, and London in particular, for developing and testing an idea out. It has the advantage of having a lot of different people from a diverse range of cultures here, who all communicate using English as well as there being a lot of funding available from the UK government (if it is to be a UK-based business) or otherwise from the EEC through EU government if the business will have a benefit to business in operating across Europe. I have been able to find the people both to test as well as trademark my own principles for building a business here in the UK around what an individual can leverage from their own experience and contribution to best practice in a particular profession.
