Köln/Möhrendorf, September 2009 – Im Rahmen der DMS Expo in Köln wurde das weltweit erste MoReq2-Zertifikat durch die imbus AG vor zahlreichem Fachpublikum übergeben.
Während der Pressekonferenz am 15. September hat Karl Mayrhofer – Geschäftsführer der Fabasoft Distribution GmbH – das Zertifikat für sein Produkt „Fabasoft Folio 2009 Governance Spring Relase“ offiziell entgegengenommen.
Die Konformität zum international anerkannten Standard „MoReq2“ konnte Fabasoft bereits in den zuvor durchgeführten Zertifizierungstests erfolgreich unter Beweis stellen. Die Übergabe des Zertifikats in so offiziellem Rahmen stellt nun den gebührenden Abschluss für die erste MoReq2-Zertifzierung dar.
Mit dieser ersten Zertifizierung wurde MoReq2 nun endgültig am Markt etabliert und die imbus AG als erstes akkreditiertes MoReq2 Test Centre in den langjährigen Bemühungen um diesen Standard bestätigt.
Durch die aktive Mitgestaltung von MoReq2 haben sich auch die Hersteller einen anspruchsvollen Standard geschaffen, mit dem sie Kunden zukünftig das tatsächliche Leistungsvermögen ihrer Produkte nachweisen können. Die enorme Marktrelevanz von MoReq2 dokumentieren auch die unmittelbar anstehenden Zertifizierungsprojekte der imbus AG noch in diesem Geschäftsjahr.

EU-Standard zur systematischen Verwaltung von Geschäftsunterlagen vorgestellt
Die österreichische Softwareschmiede Fabasoft ist weltweit der erste Softwarehersteller, der vom europäischen DLM-Forum im Auftrag der Europäischen Kommission mit dem MoReq2 Zertifikat ausgezeichnet wurde. Das Softwareprodukt, das diese Zertifizierung erhielt, heißt Fabasoft Folio und ist eine Software für agile Geschäftsprozesse, Information Governance und Business Records Management. Am 15. September wurde das MoReq2-Zertifkat im Rahmen einer Pressekonferenz während der DMS-Expo an Fabasoft verliehen.
Was und wofür ist MoReq2?
MoReq steht für Model Requirements for the Management of Electronic Records. Vereinfacht gesagt geht es dabei um das ordnungsgemäße Erfassen und das Aufbewahren von Geschäftsunterlagen in digitalisierter Form. MoReq2 ist heute die wichtigste Spezifikation für elektronisches Dokumenten- und Records-Management in Europa. Der europäische Standard spezifiziert die Anforderungen für Schriftgutverwaltung, Dokumenten- und Records-Management sowie die elektronische Archivierung. Die aktuelle Version MoReq2 wurde am 13.02.2008 veröffentlicht und im Laufe des Jahres 2008 durch ein Zertifizierungsverfahren für Softwareprodukte komplettiert. Will sich ein Produkt „MoReq2 zertifiziert“ nennen, muss es einen aufwändigen Prozess durchlaufen. Denn der MoReq2-Standard ist der Maßstab für alle Anwender, die elektronische und papiergebundene Informationen systematisch verwalten und langfristig aufbewahren müssen. Jef Schram von der Europäischen Kommission in Brüssel: „MoReq2 bietet eine umfassende Spezifikation der Anforderungen für das elektronische Akten - und Geschäftsfall-Management in ganz Europa.“
Fabasoft Folio setzt MoReq2-Standards
Mit der Zertifizierung von Folio gibt Fabasoft wieder einmal den Standard vor. Fabasoft Folio transformiert Business-Kernkompetenz in agile Geschäftsprozesse, bewahrt Geschäftsunterlagen revisionssicher auf und etabliert ein straffes Kontrollsystem für mehr Nachvollziehbarkeit und Transparenz. Auf diese Weise lassen sich Geschäftssituationen rasch erfassen und richtig einschätzen. Geschäftskritische Entscheidungen können so auf der Grundlage aktueller, konsistenter und ordnungsgemäß geführter Geschäftsunterlagen getroffen werden.
Eine der Besonderheiten von Fabasoft Folio betrifft das effiziente und Speicherplatz sparende Aufbewahren von Geschäftsunterlagen. Meist ist es doch so: Wird eine E-Mail eines Kunden intern an 20 Adressaten geschickt, so wird diese üblicherweise auch von jedem Empfänger gesondert als Geschäftsunterlage aufbewahrt und verbraucht damit ein Vielfaches des eigentlich nötigen Speicherplatzes. Durch das “Single Instance Content Store” Konzept von Fabasoft Folio wird diese E-Mail dann tatsächlich physisch nur einmal gespeichert, auch wenn es mehrfach als Geschäftsunterlage erfasst wurde. Das spart Speicherplatz und sorgt für Ordnung.

DLM Forum Award Fabasoft First MoReq2 Certificate and Announces Roadmap for MoReq2 Maintenance and Development
Toivo Jullinen, Chairman of the EU-sponsored DLM Forum, a European community of Information and Records Management experts from both the public and private sector, presents Mr Karl Mayrhofer of Fabasoft AG of Linz, Austria, with the Certificate of Compliance to mark the successful testing to MoReq2, the European specification which has been developed by the DLM Forum.
Toivo Jullinen, Head of Strategic Planning, National Archives of Estonia, and Chairman of the DLM Forum, commented: “On behalf of the Executive Committee of the DLM Forum, we are delighted that all the hard work carried out over the past three years to develop the MoReq2 specification has resulted in the first certified product. The testing for compliance was carried out by the first DLM Forum-approved testing authority, imbus AG of Möhrendorf, Germany, from whom Thomas Rumi, (Managing Consultant, Testing Service, Lead of the imbus TestCenter) commented: “Imbus is pleased to have completed the first successful testing to the MoReq2 specification and look forward to working with other major vendors that seek to gain compliance with this exciting new specification for electronic records management across Europe.”
The representative and observer for the European Commission on the DLM Forum Executive Committee, Jef Schram, added these words: “On behalf of the EU, which provided initial financing for the development of the MoReq2 specification, we are delighted that the first certified product has been tested and certified. The European Commission continues to support MoReq and looks forward to further involvement with the DLM Forum in this crucial part of the EU’s plans to advance best practice in electronic information management in the future”.
Representatives of the Europe-wide National Archives across the EU have welcomed this development. Dr. Michael Hollmann of the Bundesarchiv, added: “The German Bundesarchive as member of the DLM Forum supports the MoReq2 initiative and congratulates Fabasoft to obtaining the first MoReq2 certification."

The DLM Forum’s history dates back to 1991 and its early meetings were hosted by the European Commission in Brussels. What is MoReq2?
As users, vendors, regulators, IT managers and records managers across Europe seek to meet emerging requirements for information compliance in government financial, environmental, manufacturing and commercial organisations, MoReq2 provides a specification to help them acquire the most complete and tested electronic records management systems (ERMS), quickly and safely.
The MoReq specifications supersede previous fragmented approaches across different countries in Europe, and escribe model requirements for the management of electronic records and focuses mainly on functional requirements for ERMS. MoReq2 contains a model of how filing plans, files and records relate to each other within the context of a classification scheme, and, very importantly, it can be applicable to both electronic (digital), and physical (paper) files.
MoReq2 was designed to be a very practical specification. It does not specify a particular ERMS, instead it outlines the essential elements an ERMS should have to ensure that records are properly managed, can be accessed at all times, are retained for as long as they are needed and are properly disposed of once the obligatory retention and disposition period has expired.
Any organisation which implements an ERMS based on the requirements of MoReq2 can be assured that its records will be properly managed.
MoReq2 defines the core functionality required of an ERMS whether they are deployed in public bodies and private organisations. MoReq2 is a generic, modular specification which means that each organisation that uses it can incorporate into its records management policies those parts of the specification that are relevant and applicable to the type of organisation; and help the organisation to comply to regulatory requirements within its business sector.
What is the MoReq2 Roadmap?
The MoReq2 Roadmap is a programme of maintenance and upgrades that will be carried out by the DLM Forum over the next nine months, to maintain, update and manage the MoReq2 specification. The Roadmap reflects the feedback from National Archives, other users, vendors, testing body and developers, and will be managed by the MoReq2 Governance Board, part of the DLM Forum.
