Homeland security and terrorism

The international terrorism has become one of the greatest challenges of our time. Virtually all institutions are at present in a safety-related adjustment process, and there is a need for people who know the current trends and relationships including a better understanding of backgrounds and history.

Today, the current threat by organized crime and terrorism is forcing any rule of law to respond with competent obligation to adequately reaction to these threats. A successful security policy is no longer only being measured by punish acts of violence after it happened. Instead, they are much more measured in the ability of successful preventive action in order to prevent violence.

In the future, development, consideration and implementation of strategic and specific security needs involving special risks requires different skills than in existing, traditional businesses available.

Since the 11th September 2001 any type of terrorist attack has become inconceivable. One of the biggest obstacles is that no country in the world is able to prepare for all possible scenarios. Alone, for capacity reasons, the main emphasis is focused on intelligence and security. Meanwhile, the global terrorism has not easily identifiable targets: the Danish embassy in Pakistan, a nightclub in Bali, suburban trains in London and Madrid, wedding parties in Jordan, a synagogue in Tunisia, a British bank in Istanbul, and an Islamic cell in the Sauerland region of Germany.

There is also an increase of attacks on soft targets such as public transportation, restaurants, cafes, nightclubs or marketplaces. It should be clarified that in principle any person at any place at any time can be taken. Remains the question of how could we prevent such dangerous potential in the future – and on what kind of strategies? How should training profiles to be designed, and what requirements must be meet? How large is the difference between theory and practice?
