I am grateful to the IPR Helpdesk for alerting me to a short report by Frédérique Sachwald entitled "China, the Emerging Technological Superpower" ("La Chine, puissance technologique émergente") which you can download from
http://www.ifri.org/files/Travaux_et_recherches/Ifri_Etudes_.... The report is published by IFRI (the French Institute for Foreign Relations) which appears to be roughly equivalent to our Chatham House.
For those who read French I won't spoil the read. It is a very impressive assembly of statistical data and a very interesting closely argued thesis. The conclusion is the conventional assessment that while China has made and will continue to make great strides it is yet to live up to its full potential.
I am not sure that i agree about that. I believe that China is roughly where the US was in the last quarter of the 19th century - that is to say, already the dominant economic power but a long way short of the dominant military and diplomatic power which was imperial Britain albeit challenged increasingly by the recently unified German Empire. It took World War I for the USA to eclipse both European great powers.
