Dear Ukrainian people,
Today I signed a decree concerning the early dismissal of the fifth session of the Verkhovna Rada.
I made this decision in am appropriate manner according to the Constitution of Ukraine, according to the duties of the President of Ukraine, and in keeping with the necessary constitutional procedure.
My actions were dictated by an immediate necessity to preserve the state, its sovereignty and territorial integrity, and the need to ensure adherence to the Fundamental Law of Ukraine, to the rights and freedoms of the person and the citizen.
I emphasize: This is not merely my right. It is my duty.
At the Verkhovna Rada, we are seeing a deliberate sharpening of a political crisis that represents a threat to our country and people.
At the core of the crisis are three dangerous tendencies.
First - an unconstitutional process for forming and re-forming the parliamentary majority. In accordance with the Constitution, a coalition is formed on the basis of fractions of deputies, and not on the basis of individual or group membership.
Anything else is a revision of the will of the people. It is a most cynical message to each of us.
The second tendency is the constant practice of adopting illegitimate, anti-constitutional decisions. The most recent example is the Law on the Cabinet of Ministers, which systematically violates the Constitution of Ukraine and is an assault on the constitutional order in Ukraine.
The third tendency is the systematic failure to adhere to duty, and the politics of cheating, intrigue, and betrayal, which are all masked by calls for national unity.
In the year since it was called, the fifth session of the Verkhovna Rada has not demonstrated the capacity to function that was expected by the people.
The parliamentary governing majority is no longer concealing its main aim, namely to usurp power and concentrate its authority in its hands.
The citizenry is sick of watching the same game - a struggle for legitimacy accompanied by complete disregard for the everyday needs of the people of Ukraine.
Throughout a substantial period of time, I was calling upon parliamentary political forces to engage in constructive work and dialogue.
To this day, my proposals have been ignored.
The violations of the Constitution of Ukraine, key among which has become the unconstitutional nature of coalition formation, have created a clear legal and political basis for dissolving parliament.
Calling an unscheduled election is a last resort, but it has become unavoidable.
Planned and unplanned elections are legitimate democratic instruments, which the Ukrainian people wield in order to exercise control over the government.
There will be no disruptions or attempts to thwart this move.
The situation in the country is under control and will remain stable.
It is mandatory to carry out the decree of the President of Ukraine concerning the early termination of the session of the Verkhovna Rada of Ukraine.
I warn any would-be hotheads against any kind of illegal incitations, objectives, or actions.
I address all citizens of Ukraine:
We are following a complex, but democratic path.
Do not submit to any provocation.
Any attempts to violate your safety will be defeated and punished.
Early elections will be held in full accordance with the Constitution of Ukraine, and national and international democratic standards. There will be a free expression of will. I firmly guarantee this right.
Elections will take place under appropriate monitoring by international observers.
I call upon the Ukrainian people to carry out responsible, willful, and fair voting, which will allow an end to political quarrels and open new opportunities for Ukraine.
You are the only legitimate source of power in Ukraine.
No one may usurp your right.
The Constitution and the President of Ukraine stand as the guardians of your rights.
Ukraine needs your help and your support.
