Before the word “Dewaniya” causes any confusion, it is wise to explain what it means for those unfamiliar. The Dewaniya has always been a mark in the Kuwaiti’s daily life and a fundamental part of Kuwait’s culture and tradition.
Simply, it is an informal meeting place and a gathering point for various people who don’t necessary have an aligned interest. It is usually setup as a part of the house or main lounge. There is no restriction or prerequisites to open/have a Dewaniya, anyone can.
It can be a private Dewaniya (for family, friends, co-workers) or public where anyone is welcome to attend/visit. The Dewaniya can be daily or weekly. The owner of Al (the) Dewaniya usually serves tea, coffee and snacks to his guests. Still, some of the elderly people have their Dewaniya in the morning but mostly it is held in the evening and possibly till midnight. Almost all Kuwaiti men, and lately women, belong to one Dewaniya or another. It is something that has existed throughout the history of Kuwait.
No set rule for what things to discuss. Topics vary and can be social, business, political, religious, educational, local news, international events, sporting, etc. With time, each Dewaniya starts to shape up its own direction and have its own flavor and hence specific audiences. Lately, the young generation Dewaniyas’ started to dominantly have videogames such as X-Box, Playstation 2&3, in addition to the traditional playing cards like ‘Hend’, and ‘Kout Bou Sitah’ mainly.
Indeed, Al-Dewaniya has a major political/social impact as the majority of political figures and former members of parliament can attest their popularity and success potential before they nominate themselves to upcoming elections or societal institutions/events. By far, Al-Dewaniya still provides a strong barometer of public opinion and reaction.
Historically, some references state that Dewaniya came from “Dewan”, an Indian word which means a well-known official place where people can meet the host of the Dewan if they need anything. The most well-known Dewan is the Prime Minister of India's Dewan. In Kuwait, The Emir (Ruler) has an official Dewan where he meets with citizens and members of the society to listen and solve their problems.
Finally, it is also worth mentioning that the word Dewan in Arabic can refer to a bureau, council, official record or registry, collection of poems, and poetical works.
