Digital Opportunity: A Review of Intellectual Property and Growth
At the end of May, Ian Hargreaves, Professor of Digital Economy in the School of Journalism of Cardiff University delivered his report on IP and growth. This report, which was commissioned by the Con-Dem coalition at the end of last year, was the latest of a long series of reports on IP law in the UK. I have reviewed it in some detail at http://nipclaw.blogspot.com/2011/06/ip-policy-does-hargreave...

Hargreaves came up with some interesting ideas on copyright - particularly a digital exchange for copyrights and no doubt other IP rights but he had nothing much to say about patents beyond broad support for an EU patent and patents court. On enforcement and IP for small firms he had even less to say.

My blog post links to the Hargreaves and some of the earlier reports as well as other materials.
