The new Romanian government has been validated by the Parliament today.
In brief some of the principles of the Government Programme, as presented by the Prime Minister:
1. Continuation of the state modernization programme and enactment of the results of November 2009 national referendum; restructuring of the public administration apparatus according to efficiency and performance principles;
2. Elaboration of a set of measures to ensure the re-launch of economy and consolidate economic growth. Regarding this objective, we aim at the following:
a. The Executive voices its intention to keep, during its entire mandate, the same level of both flat tax and VAT, the 16 percent flat tax, and 19 percent VAT respectively;
b. Observance of Romania’s international commitments to IMF, European Commission and World Bank;
c. Immediate adoption in early January, on an extraordinary parliamentary session, of the state budget draft law.
The construction of state budget for 2010 starts from some of the most important macro-economic indicators: 16 percent flat tax, 19 percent VAT, 1, 3 percent economic growth and 5, 9 percent budget deficit.
The year 2010 will be a difficult one, at least its first half, but we are hopeful that we can talk of consistent economic growth towards the end of it.
The good news is that we will not have economic decrease as in 2009, of – 7 percent, - 7 and something, but a slight economic growth. If we take the necessary steps, we have all chances that over the next years, Romania becomes a country able to generate the prosperity that all Romanians are waiting for.
Therefore, with some further endeavors in early 2010, we hope the better in the second half, the economic engines can start again and we can ensure economic success;
3. Backing the business environment and SMEs, earmarking of at least 20 percent of the budget money for public investment for the jobs’ maintenance and creation;
4. Protection, via active solidarity measures of social categories that are affected by the current difficult economic conditions;
5. Promotion and adoption of the pension system reform law and fiscal accountability law;
6. Backing agriculture, via concrete measures, for the food industry development, village modernization and irrigation system rehabilitation; The average term objective is for Romania to turn into agro-food exporter from importer, and to this end, we will use all available instruments, the financial ones including, I refer here to state guarantees instrument and agriculture backing;
7. Enlargement of the national minorities’ rights sphere for preserving their community’s cultural, ethnic identity;
8. Capitalization on Romania’s competitive advantages in fields such as agriculture, energy or tourism;
9. Continuation of the reform process in the justice, health and education fields;
10. Speeding up of the European funds’ absorption and provision of necessary financial resources to co-finance projects.
