Sounds interesting, but I checked
http://rorweb.com/spec.htm which specifies ROR. And there I found:
Created 2004/10/1
Last Update 2005/3/1
That is very very old!

Yes, I have paid attention to this fact.
It seems guys have thrown this idea? Or there is nothing new in it?
But...
look to this recommended code:
<link id="rorlink" rel="meta" type="application/rdf+xml"
title="ROR" href="ror.xml" />
It would be placed in index.html file.
Who can prevent to a spider who has read through it to visit and to index contents of this file("ror.xml")?
And we can place high relevant texts there... instead of... or in competition to visible html pages.
Can't we?
