  Tax on office rent/VAT return

  Two more questions:
  
  1. Is it correct, that we have to pay 25% tax on top of our office rent?
  
  2. I thought that the Turkish VAT system is similar to the German one but now I have been told that we do not get our paid VAT back (like in Germany) but we can reduce our own VAT dept with the paid VAT. But getting back some money from the government is not possible.
