Out of a total experience of over 20 years, Dr. Hamed has dedicated the last 10 years in the domain of strengthening of transport sector entities and policies with a focus on institution and capacity building in the public sector, particularly, transport ministries and transport authorities in the land, maritime and civil aviation transport sub-sectors and on the development of long, short and medium term transport policy strategies.
Dr. Hamed has primarily lead this domain at Dornier Consulting and has developed own approach in creating the institutional framework and in reaching consensus among the involved institutions.
One of the key qualifications is capabilities for moderation among different views and working out draft papers communicating them to the different parties and finalizing them to become acceptable to all parties. He moderates workshops and symposia in different topics to reach a broad and public consensus.
His duties in this field of expertise range from high-level political advise (to Ministers of Transport), corporate planning, set-up of organizational structures and functions, employment schemes, business and financial planning, development of procedures and workflows, design of internal and external relations, design of IT-applications, setting-up of transport sector databases and inventories, to human resource development, training and coaching.
He has a strong IT background also. In all projects; He have also developed and implemented training measures as well as IT components for internal and external communications in international organizations.
Overall project management tasks and leading an multidiscipline experts array in addition to project structural planning, work plans and budgeting, time, cost, resource and quality control, guidance and briefing of project staff, procurement and tendering of equipment, project documentation and information, etc. belongs to my standards.
