About me
Director of eServices Projects
Saudi eGovernment Program
Saudi Arabia
Executive Certificate in Strategy and Innovation
Executive Certificate in Leadership and Management
Bilal M. Husain represents the Saudi eGovernment Program (Yesser) at all government agencies that are offering a wide spectrum of services to citizens, businesses and other government agencies. Yesser, a Saudi government initiative, was established in 2005 by the Ministry of Communications and Information Technology in conjunction with the Ministry of Finance and the Communication and Information Technology Commission to facilitate the provision of government services and transactions within Saudi Arabia electronically.
Bilal advises and guides agencies toward providing their services via electronic means. He is also involved in evaluating and approving funding requests proposed by various government agencies to support their eTansformation projects, as well as discussing and consulting with public agencies regarding their master IT and eGovernment action plans and strategies. Bilal is a key member in all steering committees for public agencies implementing eGovernment projects. At the forefront of groundbreaking technologies as well as innovative thinking, he is responsible for enabling all eGovernment projects related to switching over a public agency to an electronic agency by providing most of their services to consumers by electronic means. Fulfilling his responsibilities as a full time eServices Projects director, he executes the strategic resolutions approved by the Program Steering Committee, assumes the preparatory tasks for the Steering Committee, and supervises the secretariats of the Supreme Committee and reports on topics and recommendations. Bilal also recommends detailed work plans, priorities, policies, standards, specifications, frameworks, and procedures. In addition, he manages e-Services Project's administrative tasks and oversees the work of program consultants. He aims to achieve the main objectives of e-government: “providing better services” through strategic, visionary leadership and management. Bilal is a key member in all steering committees of government agencies implementing eservices projects, as well as he is an active member of the National Broadband and Venture Capital Committees.
Bilal is a seasoned, senior-level consultant and advisor who is able to develop wining strategies and provide the necessary thrust required to produce clear and measurable results. He embraces the tremendous challenges his position brings, particularly in implementing IS management, obtaining sufficient and relevant resources, communicating and collaborating internally and externally, and overseeing change management.
Bilal has expertise in many areas, including strategy, organizational behavior, business development, corporate relations, technical development, BPM/BPR and knowledge management. His distinguished career portfolio includes the past positions of ICT consultant for King Fahd Medical City, vice president of operations for iLink Ltd., business consultant with British Telecom SA, and ICT consultant for the Supreme Counsel for Petroleum and Mineral Affairs. Bilal holds a BS in computer science from King Fahd University of Petroleum and Minerals.
“Attending MIT Sloan's Executive Certificate program was a life changing experience for me. Not only did I have the chance to meet and discuss academia and real life practices with highly qualified professors, I was able to talk to other attendees and learn from the expertise they brought to every single program. Even after finishing the programs, I keep in touch with many of the professionals I met. This allows us an excellent chance to exchange ideas and talk about challenges.
I would highly recommend these programs for all senior professionals, technical executives and senior management. The programs are eye openers to many day-to-day challenges and how an organization can survive during tough times.”
