Hakkımda

I am now in Belgrade, since January 2011, leading the "Municpal Support Programme IPA 2007", an EU funded project of 8 MEUR for 36 months, implemented by a consortium of GIZ IS (DE), PM (IRL), VNG (NL) and Baines Babic. We are working with the Ministry for Local Self Government, the Standing Conference of Cities and Municipalities, and up to now 53 municipalities all over Serbia, on various subjects like Action and Sector Planning, Municipal Bonds, Property Tax Policy, Programme Budgeting, Capital Investment Planning, Adminisitrative Efficiency, National Training Strategy for Municipal Servants, ...and we are supporting the implementation of the 12 MEUR Exchange 3 grant scheme.

a pan-European network of Management Consultants, Lawyers, and Auditors, founded by me and my French partner Eric Fermaud, registered since 1996 in Köln (Cologne), Germany, and Lyon/Paris, France.

We are focussing on International Business Development projects for our private clients from service industries, IT, telecom, real estate, logistics, food processing, retail, finance and banking.

We are assisting our public clients in preparing analysis, policies, strategies, for regional economic development, investment planning and promotion, preparing and managing transnational cooperation projects.

We have succesfully managed large technical assistance projects for EU, Worldbank, national and regional bodies, e.g.

“Support to the Antimonopoly Committee of Ukraine”, 584.000 ECU, 15 months, project director, 1996-97, evaluated by EU with rating (a) for overall performance, which means “above expectations, exemplary for other projects”

“Municipal Management in the Russian Federation”, 3 MECU, Dep. Project Manager, Regional Manager for South Russia, 1999-2001

“Management of Municipal Services in the Russian Federation”, 2 MECU, Regional Manager South (Rostov oblast, Krasnodar Kraj, Adygeya Republic, and part of adjacent regions) 2002-2003

I personally have been involved as project manager in various cross border or Interreg projects , e.g.

Interact 2C-11 "Border Crossing", stimulating and facilitating transnational cooperation in DE-PL-CZ and RU, 2005-2008.

I have served as personal advisor to the Minister President in Schwerin until 1998, on economic policy, and on Baltic Sea regional cooperation.

I am often invited as lecturer for conferences, e.g. Black Sea cooperation conference, Bukarest, 2005.

During the last years, I have served for the Phare 2005 "SME Policy Enhancement and Delivery" project in Croatia as Key Expert for Private Sector Development and Team Leader in the last part of the implementation phase over a period of almost 2 years in Zagreb.

After that time, I stayed in Croatia for setting-up the Xeops d.o.o. za savjetovanje as a consultancy specialising on investments in alternative energy projects and investment in prosperous sectors on the balkan in general.

In 2010, for a short period of 6 months, I went to Baku, Azerbeijan, helping the state-owned investment company with the development of an internal analyis and monitoring system for their portfolio in the non-oil business.

Now I am in Belgrade.

As I have learned Russian language already at the university, which was stated as rather exotic in those days in Western Germany, I am watching highly interested the changes in Eastern Europe since 1989. Long stays in the CEE countries gave me the opportunity to better understand the background of national policies and feelings, and the ability to predict future developments.

Public policy makers, companies, and colleagues therefore like exploring and using my long years experience. And sometimes I am allowed to charge a fee for my services ...
