Dr. Lieve Fransen

Currently Director for the Representations and Networks of the European Commission in the Directorate for Communication .In this position I am in charge of Communication with the media, EU governments, stakeholders and citizens. I am providing vision and strategic leadership and directly manage 500 staff in 33 different locations and provide direction and oversight for another 500 networks through contracts.

Leading, managing and administering the largest and increasingly complex policy and sectoral Unit in the Directorate for Development; responsible for recruiting and training a staff of 20 persons; inspiring and motivating multi-sectoral and multi cultural teams; mobilizing, coordinating providing quality control and managing work plans, procedures and systems; team building and conflict resolution; assesing competencies correctly and effective management of people, resources and relations.

Vice Chair of the Board of the Global Fund to Fight HIV/AIDS, TB and Malaria and Co-chair of the Fast Track Initiative for Education.

Developing and coordinationg health, AIDS and population policies, programmes and allocate financial resources in development cooperation and external relations. In charge of complex and wide ranging policy dossiers and cross sectoral strategies. Initiator and coordinator for several policy doucments and Communications to Council and Parliament. preparing and chairing of 30 EU Member States meetings and conferences to coordinate and prepare decisions and positions within the EU.

The Task Force was set up as a special Foundation for and by the European Commission. Responsible for the direction, recruitment, employment and resource management of a multi-sectoral and multi-disciplinary team of 50 professional and support staff in Brussels plus 100 short and longer term technical assistants in 40 different developing countries as well as a resource centre of 500 consultants from across the world. Tasks included strategic planning of budgets, preparation of contracts for the Commission.

Deevloped new initiatives and operationalised and ensured implementation trhough international cooperation and strategic planning. By living and working in several African countries (Mozambique, Vape verde Islands, Rwanda, Kenya) and by seeting up a worldwide cooperation on policy and clinical research in Rwanda and Kenya, I gained extensive esperince as a medical doctor.
