FITKO – Digital Administration. Intelligently networked.

Administration and startup – do they fit together? We say yes! FITKO, with currently around 120 employees, was designed as a lean, agile, and specialized support unit to coordinate and advance the digitalization of administration in Germany. As the "implementation unit" of the German IT Planning Council, we strengthen the capacity for action and control, create synergies, and connect stakeholders. This works best when cooperation and networking are also practiced within the organization! That's why our collaboration is based on openness, trust, and appreciation.

FITKO manages and develops the IT Planning Council's product portfolio, which currently comprises 15 products. These products form central components of the federal IT infrastructure in Germany.

FITKO's product management is focused on delivering real, long-term, sustainable added value to the users and stakeholders of the IT Planning Council's products. The foundation of our work is a contemporary, impact- and value-stream-orientedproduct management model.

Efficient data and information management is the foundation for citizens, businesses, and organizations to use digital administrative services. The ecosystem responsible for this, comprising the FIM (Federal Information Management), PVOG (Portal Network Online Gateway), and 115 (115 Authority Number), is to be restructured in the coming years.

To fulfill our tasks, we are therefore looking for creative minds with a strong team spirit and self-organization, for whom traditional administration and innovative methods do not represent a contradiction.

These are your tasks:

• You will design and optimize data architectures, data models, and processes in collaboration with the federal architecture management and the product managers of the other data-intensive products in the IT Planning Council's portfolio.
• The focus over the next 2-3 years will be on the creative development and implementation of modern automation and process optimization methods in order to implement the IT Planning Council's resolution 2025/14 on the reorganization of the FIM-PVOG-115 ecosystem.
• In accordance with the maxim "Data as a Product,” you and your team will develop and implement usage scenarios for federal data sets.
• You will exchange ideas with relevant committees and working groups and actively participate in them, for example the federal IT architecture board, the standardization board and the competence teams of the IT-PLR focus topic "Data Use”.
• Based on regular surveys and analyses of data quality, you derive improvement measures and manage their implementation by partners and service providers.

What you bring with you:

• University degree (Master's, university diploma, 2nd state examination) in computer science, information science, data science, natural or engineering sciences, mathematics, or comparable subjects; alternatively, equivalent relevant skills and at least three years of professional experience in a correspondingly qualified position.
• Experience in data management and knowledge of metadata exchange formats, linked data technologies, data quality and/or automation techniques such as generative AI, multi-agent systems.
• Knowledge of data modeling and the evaluation of logical and physical data models and data platforms is desirable.
• Experience in requirements management as well as agile and classic project management.
• Ideally, you have experience in managing IT service providers and in coordinating and moderating complex stakeholder groups and committees.
• Independent and structured way of working as well as a high degree of sense of responsibility.
