Your team
You will be part of the procurement team within the Directorate Administration, reporting directly to the Director Administration. Our Directorate, comprising approximately 170 staff, provides a wide range of support services to the European Central Bank (ECB), including administrative services, premises management, and security and safety operations. We are dedicated to ensuring the smooth and efficient functioning of the ECB by delivering high-quality services and solutions.
In your role as a Procurement Administrator, you will play a key role in supporting the Directorate’s three divisions (Administrative Services, Premises, and Security and Safety) by delivering procurement expertise and ensuring compliance with the ECB’s procurement framework. You will collaborate closely with the Central Procurement Division, which provides central coordination, oversight, advice and support for the ECB’s procurement activities. Together, we aim to ensure value for money, identify effective solutions and facilitate innovation in procurement processes.

Your role
As a Procurement Administrator you will:
- manage multiple procurement procedures, drafting technical specifications, tender documentation and contracts;
- coordinate the evaluation of bids, draft evaluation documents and participate in the negotiation of contracts;
- contribute to various steps in public procurement procedures (see Tenders for examples) by, among other things, carrying out market research and providing administrative support;
- register procurement procedures and contracts in the ECB’s electronic tendering system (SAP Ariba);
- provide advice, support and knowledge of best practices to the various colleagues and teams you interact with;
- work closely with all parties involved in procurement processes, both inside and outside the Directorate.

Qualifications, experience and skills
Essential:
- relevant vocational training or equivalent or a university degree in public administration, business administration, economics, law, engineering or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, a minimum of two years’ experience in public procurement;
- knowledge of SAP Ariba or another enterprise resource planning system;
- experience in supporting administrative procedures (e.g. drafting contracts);
- experience in market research and reporting;
- a track record of teamwork and operational resilience;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages;
- excellent knowledge of the MS Office package.
Desired:
- experience in any part of the procure-to-pay value chain in the field of facilities management.

Further information
The contract offered will be fixed-term, the appointment being for 13 months as of the exact starting date of the selected person.
Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
