Project Manager for a small firm doing subcontract work with NOAA and other small businesses. Developed Project Plans, Work Break down Structure, and worked with the Program Manager to identify risk, participated in hiring personnel and managed facilities personnel. He worked with Program Manager doing Business Development for the company. He did economic analysis of different business ventures for OscarMartin LLC as well as the evaluation and answer of selected RFPs.

Program Manager/Project Manager for Wyle on the General Services Administration (GSA), Federal Supply Service (FSS) contracts for the development and maintenance of an electronic catalog submission program. Mr. Hankins managed a team of computer programmers, analysts and help desk specialists that were developing and supporting the Schedule Input Program (SIP). He provided Earn Value reports to management along with project schedules, proposals for future work and monthly status reports.

He was responsible for directing and supporting a virtual worldwide office of 19 staff members. Mr. Hankins supported major sites in Fairfax Virginia and London, England with additional staff members in other locations around the world. He was responsible for developing software schedules, maintaining software delivery deadlines, coordinating the worldwide staff on software projects and making sure resources were available to staff members.

Project Manager for Wyle on the General Services Administration (GSA), Federal Supply Service (FSS) contracts for the development and maintenance of an electronic catalog submission program. Managed a team of computer programmers, analysts and help desk specialists that developed and supported the Schedule Input Program (SIP), a medium application system using 105,000 lines code developed using Borland’s Delphi.

Mr. Hankins directed the development of a large object-oriented software simulation tool. He analyzed resource requirements, reviewed software and system designs and implemented formal integration and system test plans. In addition, Mr. Hankins identified programs required to develop the software and interfaced with the client to determine deliverable dates and project deadlines.
