Engaged on Short Term Consultancy basis with different international organizations (World Bank, EU, CoE, USAID, UNDP, GIZ, SIDA, EBRD, etc), public sector and private organizations in analyzing existing IT systems, business processes, preparing the business and functional requirements for improving existing systems or creating new IT systems. Consulted on IT services procurement processes, oversaw the developments and deployment processes, testing and validation of the systems and IT Infrastructures.

Managed the Processes for e-Health Component activities, including development life cycle of new IT systems for National Health Insurance Fund, Hospital Information System, etc.; Monitored and controlled the execution of project implementation plan, procurement plan and contracts; Developed timely monitoring reports according to project documentation and project operation manual, in accordance with the legislation of the Republic of Albania and the World Bank requirements.

Self-Owned Company that offered to Albanian and International markets different services including: IT infrastructure and solutions, Systems Integration; Web development. (API, Web sites, e-commerce, e-learning, web apps); Mobile app; Systems developments; Trainings (+1000 trained in O365, Windows server, specific systems, etc); Cloud Services (O365, Microsoft Azzure, hosting infrastructure, etc).Created and managed a portfolio with +200 customers and a team of up to 20 staff and junior consultants.

Advised Ministry of Innovation for a new model for improving the delivering of services to public. Analyzed and the business and functional requirements for Government information systems and infrastructure to be used by the one stop shop Agency. Proposed relevant improvements and upgrades to the existing systems in use by government agencies that offer services to citizens and businesses (+20 agencies).

Built partnership, orchestrated activities and resources with partners around accounts and opportunities for Infrastructure, Business Productivity or Application/platform solutions and enabled partners to achieve mutually beneficial business outcomes. Increased the number of MS Partners with 30% and the certified partners with 40%. Created, maintained and delivered business opportunities through partners to drive yearly and long-term targets achieving an increase of the SMP&S segment revenue with 30%.

Generated and delivered ICT Projects in CoM and Government. Managed the entire life cycle of the projects (analyze, design, development, testing and deployment) and the following up with day to day administering of major projects related to ICT systems as: Government Human Resources - MIS, E-cabinet meeting and GovNet (Government Network). Advised and coordinated the working team for the development of ICTD (Information Communication Technology Development) and E-Government Strategy.
