Led nationwide workforce development and micro-enterprise programs across Azerbaijan, coordinating 14 regional branches and public/private stakeholders to support 500+ annual beneficiaries, achieving 75%+ business launch and employment outcomes across 27 sectors. Managed labor analysis, procurement, KPI reporting, risk controls, and audit-ready governance for €500K+ UNDP/government-funded budgets.

Conducted labor market analysis and workforce forecasting for liberated Karabakh regions, supporting Azerbaijan’s Great Return resettlement program for returning IDPs. Developed vacancy mapping and employment-matching frameworks with regional branches, employers, government bodies, and the State Committee for Refugee and IDP Affairs. Built Google Sheets KPI dashboards to track vacancies, placements, and progress, reporting to senior leadership, the Minister of Labour, and the Office of the President.

Defined requirements, risk logic, and compliance workflows for a cross-agency informal employment detection system, coordinating data integration across 10+ government institutions. Developed 50+ risk scoring models and compliance indicators using multi-agency datasets, enabling detection of 1,000+ high-risk labor violations. Built BI dashboards to track employer risk profiles, compliance trends, and enforcement insights, applying Scrum and Lean Six Sigma principles.
