Institution Faculty of Medicine - Chair of Public Health and Health Services Research, IBE Remuneration group TV-L E13 Full-time / Part-time Full-time (100\%) Start date As soon as possible Application deadline 2025-10-05 About us: The Chair of Public Health and Health Services Research (https://ihrs-en.ibe.med.uni-muenchen.de/index.html) is part of the Pettenkofer School of Public Health, a collaboration between the LMU Munich, the Helmholtz Centre for Health and the Environment, and the Bavarian Health and Food Safety Authority. Its activities focus on the generation, synthesis and translation of evidence on population-level health interventions and determinants, with a particular focus on public health nutrition and environmental health. The group has a track record of mixed-method evaluations of complex interventions, implementation research, policy and stakeholder analysis, evidence syntheses, and of developing novel methods in these fields. It has a keen interest in global health research in the area of non-communicable diseases, which is pursued through cooperation with partner institutions in low and middle income countries, e.g. in the recently completed Collaboration for Evidence-based Healthcare and Public Health in Africa (CEBHA+). The Chair is part of Cochrane Public Health Europe, hosts a WHO Collaborating Centre for Evidence-Based Public Health. Non-communicable diseases (NCDs) like hypertension, diabetes, and mental health conditions are increasing in low- and middle-income countries (LMICs, stressing healthcare systems and productivity. For this purpose, WHO developed PEN-Plus (package of essential noncommunicable disease interventions), an integrated care delivery strategy focused on alleviating the noncommunicable disease (NCD) burden among the poorest children and young adults by increasing the accessibility and quality of chronic care services for severe NCDs. The EU-funded PEN-CONNECT aims to integrate evidence-based WHO-PEN and PEN-Plus strategies into a unified framework to improve care for individuals with multiple long-term conditions (MLTCs). The project focuses on creating coordinated, patient-centered care pathways, using digital health tools, and involving stakeholders in the process. By strengthening the integration of primary and district-level care, PEN-CONNECT offers a scalable model for LMICs, advancing the management of NCDs and improving health outcomes while aligning with global health goals. Within the research consortium, we work with Universitair Medisch Centrum Utrecht (UMCU), Universidade Eduardo Mondlane (UEM) Maputo, and London School Of Hygiene And Tropical Medicine (LSHTM). We are looking for you: Implementation Scientist (m/f/x) in München Your tasks and responsibilities: - Develop an integrated, context-sensitive Theory of Change for the PEN-CONNECT package, capturing the complexity and interrelations of contextual determinants. - Critically select, adapt, and integrate relevant theories, models and frameworks (TMFs) to construct a study-specific framework for examining the implementation of PEN-CONNECT within the Mozambican health system context, grounded in empirical findings from qualitative and quantitative formative research. - Design and validate a methodological approach for the continuous and dynamic monitoring and analysis of dynamic implementation contexts, applying a systems-thinking perspective. - Design, develop, and empirically test a digital tool for real-time context monitoring and adaptive implementation support, enabling dynamic assessment of contextual factors and timely adaptation of intervention strategies, in alignment with systems thinking and implementation science theories, models and frameworks (e.g., CFIR, CICI). - Contribute to the co-creation and prioritization of the PEN-CONNECT package in collaboration with stakeholders, targeting the defragmentation of care pathways for working-age adults with hypertension, diabetes, and mental health conditions. - Contribute to the evaluation of clinical and implementation outcomes - Contribute to knowledge exchange activities, dissemination and communication efforts. - Travel to and present at international consortium meetings. Your qualifications: - Master’s degree in public health, global health, health services research or a related discipline. - PhD in a relevant field (e.g. public health, implementation science, health systems research) is desirable. - Demonstrated expertise in research methods, including evidence synthesis as well as qualitative and quantitative approaches. - Experience in developing tools to operationalize and/or visualize methods and theoretical frameworks (e.g. using REDCap or similar survey platforms). - Familiarity with the development, adaptation, and application of implementation science theories, models, and frameworks is an asset. - Experience in stakeholder engagement and management across sectors and levels. - Prior experience working in interdisciplinary and international research teams; leadership experience is an advantage. - Full professional proficiency in English; working knowledge of Portuguese is an asset. - Strong ability to work independently and collaboratively within diverse and international teams, with a high level of diligence and accountability. - Excellent communication, project management, and organizational skills. - Willingness to travel internationally for fieldwork, stakeholder engagement, and collaborative activities, particularly in Mozambique. - Familiarity with health systems in Sub-Saharan Africa, especially related to non-communicable diseases and integrated care, is an advantage.
