In this dynamic position, you will lead the development and submission of quarterly Federal Funding and Transparency Act (FFATA) reports, helping to promote transparency and trust in public funding. You will also oversee the creation of Federal and State Compliance Reports, contributing to our commitment to responsible governance.
Your expertise in SWIFT technical operations will be essential as you establish and optimize standard procedures for tracking and collecting critical data from agency staff. You will work across multiple financial systems-including the General Ledger, Budget Control, Accounts Payable/Receivable, Billing, Receipts, and Federal Grants-to ensure seamless integration and accuracy.
This role offers a unique opportunity to influence our department's financial processes, ensuring they are aligned with best practices and federal requirements. - Lead the strategic coordination and timely submission of monthly Federal Funding and Transparency Act (FFATA) reports, ensuring unwavering compliance with federal mandates and enhancing transparency across operations.
- Serve as the key finance leader, providing expert guidance on high-impact projects and spearheading federal and state compliance reporting initiatives that drive accountability and operational excellence for the agency.
- Spearhead the analysis, design, development, and deployment of sophisticated SWIFT Warehouse-based reports, empowering MDH staff-including accountants, budget managers, and fiscal analysts-with accurate, insightful data to optimize decision-making and financial management.

Qualifications
Minimum Qualifications

Three (3) years of experience in finance, accounting or related experience. Experience must include:
- Experience managing grants, including federal and non-federal funding sources.
- Proficient in using Statewide Integrated Financial Tools (SWIFT) or other large ERP systems to support financial operations.
- Experienced in designing, developing and delivering comprehensive reports to support organizational decision making.
- Maintained compliance with reporting standards and prepared necessary documentation for audits and reviews.
- Advanced proficiency in Microsoft Word, Excel, and PowerPoint for report creation, data analysis, or presentations.
Minimum qualifications to be assessed during the interview process:
- Organization and coordination skills sufficient to manage multiple active assignments.
- Strong analytical and problem-solving skills, including qualitative and quantitative analysis.
- Ability to track and collect data from various sources to provide analysis, qualitative and quantitative, to query, analyze and interpret complex data sets.
- Knowledge of financial accounting, budgeting, auditing and cost allocation principles and practices.
- Knowledge of applicable laws, regulations, policies, and procedures.
- Strong communication skills and the ability to maintain ongoing positive working relationships.
Preferred Qualifications
- Degree in finance, accounting or related field.
- Demonstrated experience with Statewide Integrated Financial Tools (SWIFT)
- Knowledge of Federal Funding and Transparency Act (FFATA) reporting.
- Comprehensive accounting experience working for governmental entity.
- Experience with preparation of schedules for Annual Comprehensive Financial Reports (ACFR), Variance Certification, Schedule of Expenditures or Federal Awards (SEFA) and Single Audit report.
