Job Summary

This position exists to conduct research to examine, devise, and evaluate business processes and procedures to enhance Minnesota Electronic Disease Surveillance System (MEDSS) operations and data quality for all MEDSS users.
Responsibilities Include:
This position is eligible for telework up to 50% of the time and will be based in the St. Paul office. Occasional travel is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Three (3) years of experience in data science, analytics, interoperability, data equity, informatics, business intelligence, artificial intelligence, data strategy, data modernization, and governance and research, and:

Degree Equivalencies
An associate's degree in informatics, Public Health, Health Services Research, Health Informatics, or closely related field may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.

- Examining, devising, developing, evaluating, and training on business processes and procedures to enhance MEDSS daily operations, data quality, and special projects.
- Working collaboratively with internal and external partners on electronic data exchange projects such as ELR and eCR onboardings.
- Assisting REDCap Administrator with system support and maintenance for all REDCap Environments.
- Collaborating with MEDSS and REDCap end users, MNIT staff, other MDH personnel, and MEDSS vendor staff and acting as a liaison with MNIT to recommend solutions and solve problems.

Three (3) years of experience in data science, analytics, interoperability, data equity, informatics, business intelligence, artificial intelligence, data strategy, data modernization, and governance and research, and:
- Experience coordinating health informatics or IT-related projects including planning, timeline development, and stakeholder communication.
- Experience documenting system processes, business requirements, specifications, and end-user support materials.
- Experience with public health information systems, especially disease surveillance systems and/or public health and/or healthcare data messaging.
- Experience using health information standards such as FHIR and HL7.
- Experience working with interoperability standards such as HL7 v2/v3, CDA, FHIR, LOINC, SNOMED, and ICD coding.
Minimum qualifications to be assessed during the interview process:
- Written and oral communication skills sufficient to provide technical leadership to other staff.

- Experience with MEDSS system and underlying software in the current implementation.
- Experience with Jira, scrum, sprints, and agile development.
- Experience with standardized electronic data feeds such as ELR, eCR, and MMGs.
- Experience with data lakes, data warehouses, APIs, and with data visualization tools such as Tableau, PowerBI, and R Shiny.
Additional Requirements
- This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
