1992-1997 and 2007-2009 Established successful community, business and education agency liaisons to implement nationally recognized $9 million training/development program. Developed long term program strategies, costs and timelines for training and production. Consultant to the University of Texas, Center for Economic Development - completed comprehensive analysis of employment and training needs for businesses in San Antonio. Negotiated 60 corporate and community business agreements.

Served as senior mentor in support of training for officers from seven countries associated with counterterrorism program presented in Nigeria. Analyzed and provided organization and logistics development training, intelligence, critical decision-making, force protection, and civilian-military affairs training assistance to US State Department UN Peacekeeping initiatives in Senegal, Republic of Benin, Ethiopia, Burkina Faso, and Burundi. Elections Administrator providing executive direction in all phases of voter registration and the conduct of federal, state and local elections for two counties including 7th largest city in the US. Responsible for planning, logistics, coordination and performance of 1800 elections personnel for elections involving up to $1M budgets, 18 simultaneous elections, $3 million in annual costs. Directed over 150 elections for 23 political subdivisions. Advisor to political parties, elected official & candidates.

Designed and directed high-impact analyses of organization and manpower structures including key analyses of bilateral security operations with South Korea, West Germany and DESERT STORM. Directed staff in cost/benefit analysis of $120 million equipment and training program affecting US facilities worldwide.

Leadership of $7 million advanced technical and supervisory security training programs with success in curriculum development, presentation and evaluation of 23 courses. Managed 200 personnel and directed senior police staff development and Department of Defense dog training programs affecting the FAA, US Customs and DOD security issues.

Assistant Professor US AF Academy - taught French, Ethics, Political Science. Directed planning, staff development, budgeting and course development for Foreign Language Department faculty. Received French Government Scholarship to the University of Paris and served with the Office of Defense Cooperation in France for international meetings at the Paris Air Show.
