Internal consultant providing guidance and expertise to solve problems and improve operations and outcomes for: operations, budgets, new needs, procurement and materials management, contract management, and, employee training, coaching and discipline . Work with representatives from various city, state and private agencies. Programs assisted and helped include Oral Health, Correctional Health, Central Medical Supply, Employee Relations, Employee Health and Safety, and Employee Law.

Director operations, budgeting, logistics, human resources of Health Programs, providing comprehensive dental care and Orthodontic services to over 50,000 patients. Ran programs with professional associations, and other city agencies. Expanded dental program to 42 community based dental clinics. Managed response to September 11. Shut down operations in an orderly manner and resumed operations two days later. Arranged for group and individual counseling of staff as needed.

Operations Management Division • Acquired mission critical equipment, supplies and professional services (IT and environmental) needed to achieve goals. • Monitored and measured performance of environmental and IT consultants. • Worked with in-house lawyers to draft economic terms and resolve problems related to Requests for Proposals to sell recycled commodities.

Oversaw, prepared and monitored Expense ($900 million) and Capital ($1.3 billion) budgets of 18 administrative agencies, 15 elected officials and two pension systems. Focus was on the coordination of government operations and policies including centralized services, procurement and support functions for city agencies, implementation of large scale technological solutions, participated in value engineering workshops, and evaluating the impact of legislative proposals and federal and state budget policies.

• Managed the collection, analysis and dissemination of information concerning domestic and international mergers, acquisitions, capital reorganizations, capital reorganizations, put bonds, rights, warrants, etc., and expanded the availability of information to account executives and clients. • Automated work functions including the development and supervision of PC-based applications, which improved the quality and expanded the quantity of information available through an interactive computer system.

Head of Master Control Unit (staff of 40), which was responsible for running manual and automated payment systems processing mergers, acquisitions (including $6.5 billion purchase of RCA by GE), and odd lot buybacks. Solved defective OCR problem, eliminating the need to manually process checks.
