After graduating from Wittenberg, Scott served his country as an enlisted man in the United States Navy during the Vietnam War era after which Scott attended law school and graduated from Loyola University of Chicago Law School (J.D. 1975).

Scott lived in various parts of the United States as he was growing up – Ohio, then Massachusetts, then Virginia and then back to Ohio. He attended High School in Madeira, Ohio – a Cincinnati suburb - and graduated in 1966. He then attended and graduated from Wittenberg University in Springfield Oh
