1/5/84 - 1/2/86 Appointed as a scientific researcher, Mr. Van der Meer was attached to the Centraal Instituut voor Toets Ontwikkeling in Arnhem (CITO the National Educational Testing Service), with final responsibility for the central paper and pencil tests and practical examinations of the Middelbaar Dienstverlenend en Gezondheidszorg Onderwijs (MDGO). During this period, he initiated several social science research projects of which the results were published.
