Formulated policy, plans, and procedures for government-wide implementation of the 8(a) Business Development Program, which provides contract opportunities for firms owned and controlled by economically and socially disadvantaged individuals.

I manage a newly established competitive grant program, funded at approximately $30 million annually. Its purpose is to support state initiatives that will increase the number of small firms engaged in exporting, and to increase the value of products and services exported by such firms. In this capacity, I am responsible for formulation program policy, planning, coordination, review, and evaluation of state grant recipients.

Managed formulation and execution of Federal procurement policy, including government-wide prime contracting and subcontracting goaling, to increase small businesses' access to Federal contracting opportunities in order to strengthen the national industrial base. Contracting activity under procurement preference programs aggregate approximately $80 billion.

Formulated policy, plans, and procedures for government-wide implementation of the HUBZone Program, a Federal economic development program using contract preferences to stimulate flow of capital and jobs into distressed area.

Managed budget formulation and execution, human capital management, information technology, and administrative support for three national program offices having nation-wide staffing of approximately 220, and annual budgets totaling approximately $80 million.
