Jessica Ludwig-Maaroof

Jessica is the strategic leader for INOVASI (Innovation for Indonesia's school children), establishing and guiding the implementation of a vision grounded in the political and institutional reality of Indonesia. She is providing overall strategic, technical, programmatic, financial and management guidance and support for project activities.

Jessica has lead the transition and integration of 2 large programs (technical and operational) and overseen the program start up. She advised on strategic program start-up issues and provided strategic oversight of program implementation and was in charge of ensuring program coherence. She lead the technical aspects of the program design and provided technical advice to stakeholders, engaged with executive level stakeholders, especially Governments of Indonesia and Australia.

Jessica worked as a short-term consultant for and education World Bank program in Indonesia. She provided strategic advise education governance issues, and lead the construction of a local education governance index.

Jessica worked for 2 years at the ADB headquarters in Manila overseeing governance and public management programs across all ADB member countries. She led a climate change financing project (country level) and contributed to special evaluation studies and impact assessments, monitored and evaluated program/loan/grant performance and supported country teams in governance program implementation. She supported the knowledge management agenda of the ADB

Jessica worked as a program manager and governance specialist at the World Bank Jakarta. Her responsibilities included overall project management- including stakeholder relations, financial and other operational aspects, field engagement, and performance management. She lead numerous high level events. In her function as governance/public financial management specialist, she developed and test a measurement framework for assessment of the integrity of Public Financial Management processes.

Jessica started her international development career in Eastern Indonesia for a poverty alleviation program. She provided advice to regional governments, parliaments and organizations of civil society on the implementation of the decentralization laws in the provinces of West and East Nusa Tenggara, Indonesia. She supported the Local Government Working Group on budget preparations and spearheaded analysis on sub-national budget compositions in Indonesia in the early years of decentralisation.

Jessica was a civil servant to the German Pension Authority (leave without pay from Aug. 2002 to 2010). Her last position was a chief inspector, audit. Her responsibilities focused on auditing of employers in the Bonn region (public and private sector) with regard to correct implementation of social security laws, financial contributions and illegal employment
