Directed a strategic mapping of Timor-Leste's digital ecosystem, identifying actionable insights, systemic gaps and strategic opportunities, positioning digitalisation as an enabler of national development and UN collective impact. Mapped institutional, policy and financing frameworks for digitalisation across sectors, and contributed to a One-UN Position Paper with strategic recommendations and an action plan.

Led Timor-Leste's Digital Readiness Assessment under a UN Technology Bank regional programme across 4 LDCs (Cambodia, Lao PDR, Nepal, Timor-Leste). Conducted a whole-of-government diagnostic using the ITU Digital Transformation Wheel, facilitated national workshops, and drafted Inception, Draft and Final Assessment Reports with recommendations for a Digital Public Infrastructure roadmap.

Served as a GovMarket service provider supporting digital transformation initiatives aligned with the GovStack approach. Assigned by Kwantu/GIZ as a Digital Government and GovStack expert for the Mozambican Women in GovTech Challenge, providing strategic advisory on inclusive GovTech and digital public services. Delivered service design, software development, system integration and technical advisory for Digital Public Infrastructure initiatives.

Led the National Digital Maturity Assessment for the Dalan ba Digital programme, assessing public sector infrastructure, digital governance, services and human capital across 9 ministries, culminating in a national transformation roadmap aligned with Timor Digital 2032. Co-led the integration of Digital Maturity and AI Readiness Assessments, and built a custom Digital Maturity Assessment web platform based on the Deloitte framework using AI-assisted rapid prototyping.

Oversaw IT operations and strategic initiatives across multiple enterprise client engagements in banking, justice and the public sector, managing a portfolio of 5+ concurrent projects. Supervised cross-functional teams and vendor relationships. Served as the primary integration focal point between Temenos T24 suppliers (India), IrisGuard (UK) and BNCTL's IT team, deploying biometric iris recognition for customer authentication (KYC) and strengthening fraud prevention and access security.

Provide consulting, mentoring and technical advice for Attorney-General and local IT staff on the strategic use of ICT, related cost reduction opportunities and best practice using FLOSS technology (free/libre/open-source software) or proprietary technology; Lead all technology platform development and operations initiatives.

Formulated and executed ICT strategies including the rollout of IIMS (Case Management System), HR systems, Learning Management Systems (LMS), email and video conferencing. Built an extensive IT knowledge base with over 300 tutorials, increased system availability from 50% to 99%, and spearheaded the establishment of the first ICT Training Centre for the Office of the Prosecutor General and the broader justice sector, in collaboration with KOICA.

Executed ABAP development, design, testing, data migration and integration for SAP ERP projects across large-scale enterprises in Brazil, covering MM, SD, AFS, WM and PI modules. Deployed SAP ECC and SAP AFS for Malwee Group (Retail), including 2 company codes, 5 factories and 90 retail locations. Integrated a .NET-based statistical process control system with SAP ECC via SAP RFC for Providencia Group (Manufacturing).

Administered ERP Datasul/Totvs, HCM TOTVS and CRM systems, including database administration, security, backups and virtualisation. Deployed IBM Tivoli for backup and recovery and adopted open-source server management, reducing operational costs by up to 30%. Enhanced ERP/HCM functionality, strengthened network security, and delivered Balanced Scorecard (BSC) reporting across all business units. Oversaw supplier negotiations and procurement, reducing costs and improving service terms.
