Coordinate EnerNOC's international regulatory affairs efforts

Managed NYISO’s demand response programs, including the reauthorization before Federal regulators of all existing programs, and the development of new programs in response to recommendations by policymakers and market participants. Also responsible for coordinating NYISO’s involvement in environmental initiatives such as New York’s Renewable Portfolio Standard, the Northeast Regional Greenhouse Gas Initiative, and Clean Air Act implementation rule development.

Provided consulting services to the electric utility industry. Conceived and formed the non-profit Price Responsive Load Coalition (PRLC,) a New York interest group advocating on behalf of end use consumers and providers of load reduction and distributed generation solutions and equipment. Subsequently retained by the Coalition's members to act as Executive Director.

Responsible for developing APX MarketsTM throughout the Northeastern United States, including both the technical aspects (principally interfacing with Independent System Operators) and the business development aspects of market development. Responsible for recruiting customers from among the independent generation, utility, energy service company, marketing, and trading sectors.

Responsible for developing policy positions and managing other major aspects of a 100+ member trade association with a $600,000+ annual budget and staff of six. Drafted or reviewed all position papers filed with state and federal regulators, coordinated and supervised numerous Working Groups, repeatedly testified before state legislative committees.
