Perform end-to-end network quality control, collection of statistical data, control preparation of the reports regarding to unsatisfactory KPIs and investigation of the reasons, preparation of yearly network quality KPIs and targets for NT department, continuous (7/24/365) monitoring of the main components of the Azercell mobile network, manage and operate network management tools.

Currently, I've been leading quality assurance, administering a company-wide portfolio of over 25 critical projects, as well as, my remarkable efforts include establishing a community of project management specialists under the Corporate Development Center. Another substantial effort has been to provide technical consulting in projects such as Government Digital Transformation, Government Cloud, and Smart City/Village concept development, as well as to investigate eSIM, IoT, and LoRa technologies.

Defined and maintained the PPMO's governance and strategy to ensure projects' portfolio and met business objectives. Headed new provisions and technologies, architecture, annual operation plans for the department, and budget control: •Implemented the company's technology tactic planning and architecture (linked it to the TeliaSonera Technology Vision) •Incorporated the department's annual operating plan (OPEX/CAPEX) for next three years •Enhanced the project management culture in the Technology Department

I created a new service and product development process chain using ITIL principles and segregation of tasks in SW development: application development, testing, and operation. Also, I controlled the redundant and scalable in-house built and third-party platforms (VAS, BSS app-s, Ericsson Charging & Billing systems, DBs). Some of my accomplishments included integrating two IVR systems (saving $400K), migrating an old database using internal resources (saving $500K, increased performance by 3.5 times).

As a head of SPD, I was primarily responsible for constructing and supplying technological resources, service, product designs, IT account management, and functional excellence across various IT projects. My major contributions included building rules and templates for new services, products, and changes for business requests. To reduce TTM (time-to-market), I modified the new service and product design techniques by instituting SLAs and work priority guidelines applying standards, like ITIL (ITSM).

I joined Azercell in February 1998 and worked as a Software Developer until April 2001, when I was promoted to the IT Coordinator, where I stayed until January 2004 before being appointed as Service and Product Development team member.
